MUNICIPAL HAZARDOUS OR SPECIAL WASTE PROGRAM PLAN ( M.H.S.W. ) is an extension of the consumer blue box / municipal hazardous waste collection programs.
M.H.S.W. covers products such as ...
● Aerosols.
● Anti–Freeze.
● Batteries.
● Corrosives.
● Domestic Class Pesticides.
● Fertilizers.
● Flammables or Toxic Materials.
● Oils.
● Paints.

Under the M.H.S.W. program, you can bring your unused, or unwanted, products to a designated municipal or regional collection site for proper recycling or disposal.

● Fibrous organic materials including peat, peat moss, sphagnum moss, tree bark and other materials for use only in improving the physical condition of the soil and where no nutrient claim is made.

● Unaltered, unpackaged manures sold only by the farmer directly to the end–user, which was produced by the farm’s herd.

Estimates are that Ontario agricultural fertilizer consumption is around 750,000 metric tons, whereas do–it–yourself homeowners, golf courses, and professional lawn care make up a mere 48,000 metric tons.

M.H.S.W. program costs are funded by those industries that produce and use the materials.
The Coercive–Enviro–Maniac–Government–Officials at STEWARDSHIP ONTARIO are SCAMMING the public with MYTHS, DECEPTIONS, FEAR–MONGERING, FRAUDULENT LIES, MISCONCEPTIONS, COERCION, THREATS, TERROR, and PARANOID CONSPIRACIES regarding the FERTILIZER INDUSTRY. They have CONCOCTED the story that VAST QUANTITIES of fertilizer are being thrown away at landfill sites every year.
The FERTILIZER INDUSTRY objected to the 1.7–million–dollar cost to administer fertilizers dropped off at landfill hazardous waste sites, but to no avail.

THE COST IMPOSED ON THE GREEN SPACE INDUSTRY BY THE M.H.S.W. PROGRAM ...
The DESTRUCTIVE M.H.S.W. FEE will increase the cost by at least FIFTY–EIGHT CENTS per 25–kilogram–bag of fertilizer and manure/composts sold in Ontario.
There are VERY clear indications that the fee WILL BE INCREASED over time.
It should be noted that since the Coercive–Enviro–Maniac–Government–Officials at STEWARDSHIP ONTARIO have NO REAL DATA to base this cost to handle fertilizer, the M.H.S.W. program is leaving the cost as entirely open ended. They will collect this FIFTY–EIGHT CENTS from the end–user or manufacturer, and will « adjust » ( i.e. increase ) the cost later.

In its original intentions against the FERTILIZER INDUSTRY, the Coercive–Enviro–Maniac–Government–Officials proposed The DESTRUCTIVE M.H.S.W. FEE of 0.411 CENTS PER KILOGRAM ( the equivalent of over TEN DOLLARS per 25–kilogram–bag ).
This may still remain as the ULTIMATE fee goal of these GREEDY and AVARICIOUS ENVIRO–MANIAC–BASTERDS.
The RAPE, ASSAULT, and TERROR against the GREEN SPACE INDUSTRY continues to be ENDLESS.
The DESTRUCTIVE program of FEES and TAXES for ALL types of fertilizers will lead to loss of revenues, business failures, bankruptcy, and unemployment, creating despair and destitution for thousands of hapless victims throughout the GREEN SPACE INDUSTRY. The depraved indifference of Stewardship Ontario is viewed as a form of terror against the GREEN SPACE INDUSTRY.

HARMONIZED SALES TAX ( H.S.T. )

In addition to the DESTRUCTIVE M.H.S.W. FEE imposed by the MUNICIPAL HAZARDOUS OR SPECIAL WASTE PROGRAM, the McGuinty–Ontario–Environmental–Terror regime has also targeted the Green Space Industry with its HARMONIZED SALES TAX ( H.S.T. ).
Previously, a PROFESSIONAL LAWN CARE company or golf course would pay 8 per cent Provincial Sales Tax ( P.S.T. ) on fertilizer. However, there was NO FEDERAL GOODS AND SERVICES TAX ( G.S.T. ) of 5 per cent on bags 25–kilograms or larger, if over 500 kg was purchased. This essentially provided an EXCEPTION to most professional end–users.
Now, with HARMONIZED SALES TAX ( H.S.T. ), professional end–users will be paying 5 per cent more for their fertilizer. A 25–kilogram–bag of fertilizer will now cost an extra $1.25 ... all because of the McGuinty–Ontario–Enviro–Terror–Regime’s HARMONIZED SALES TAX ( H.S.T. ).
The HARMONIZED SALES TAX ( H.S.T. ) imposed on the Green Space Industry by the Government of Ontario and the McGuinty–Ontario–Enviro–Terror–Regime will increase the cost per 25–kilogram bag by at least ONE–DOLLAR–AND–TWENTY–FIVE–CENTS per 25–kilogram–bag of fertilizer.

The MUNICIPAL HAZARDOUS AND SPECIAL WASTE PROGRAM FEE ( M.H.S.W. ) will increase the cost of fertilizer by at least FIFTY–EIGHT CENTS per 25–kilogram–bag.
The HARMONIZED SALES TAX ( H.S.T. ) will increase the cost of fertilizer by at least ONE–DOLLAR–AND–TWENTY–FIVE–CENTS per 25–kilogram–bag.
Beginning in 2010, fertilizer sold in ONTARIO to the GREEN SPACE INDUSTRY may be subject with an increase of at least 50 TO 75 DOLLARS PER METRIC TON.
In the GOLF INDUSTRY, an 18–hole–golf course requiring 30 metric tons per year will need to increase its fertilizer budget by OVER TWO THOUSAND DOLLARS.

The Horrendous Carnage in the Province of Ontario, Canada
On April 22nd, 2009, Ontario legislated a NEEDLESS, SENSELESS, and MALICIOUS prohibition against « cosmetic pesticides » which is DESTROYING the Modern Professional Lawn Care Industry.
Ontario is a province located in east–central Canada, the largest by population and second largest, after Quebec, in total area. Additionally, Ontario is a HAVEN for radical Environmental–Maniac–Activists, and provides a climate of Enviro–Terror against the Green Space Industry. Because of the prohibition imposed in many jurisdictions, Green Spaces are over–run by invasive weeds, and LOOK LIKE GARBAGE DUMPS !
Ontario is currently under a Liberal government headed by Premier Dalton McGuinty. The present government, first elected in 2003, was re–elected on October 10th, 2007. It is affectionately called the McGuinty–Ontario–Enviro–Terror–Regime.
There are serious issues with the Ontario Minister of the Environment, John Gerretsen, who has been indiscreet with his close public ties with Enviro–Maniac–Activists, raising the question about the radical interests of the subversive Enviro–Lobby taking precedence. Gerretsen’s ministry is directly responsible for Ontario’s needless, senseless, and malicious prohibition of federally legal, scientifically safe, totally irreplaceable, and absolutely indispensable pest control products.
The McGuinty–Ontario–Enviro–Terror–Regime passed legislation implementing a « cosmetic pesticides ban » that took effect April 22nd, 2009. The requirements of the prohibition are detailed in Ontario Regulation 63/09 and the Pesticides Act, which was amended by the Cosmetic Pesticides Ban Act, 2008. The legislation generally prohibits the sale and use of pest control products for cosmetic ( i.e. « non–essential » ) purposes ― excluding golf courses, some sports fields, specialty turf, forestry, and agriculture.
The rape and assault of the Green Space Industry by the McGuinty–Ontario–Enviro–Terror–Regime continues to be endless. It started with pest control products, and it continues now with fertilizers. In 2010, the McGuinty–Ontario–Enviro–Terror–Regime imposed the Municipal Hazardous or Special Waste Program Plan ( M.H.S.W. ) and Harmonized Sales Tax ( H.S.T. ).
