Salmon Arm is a city in the Southern Interior of the Canadian province of British Columbia. As of 2006, it had population of 16,205. Salmon Arm is on the shores of Shuswap Lake, where the Salmon River empties into the Salmon Arm reach of the Lake. It is a tourist town in the summer, with many beaches, as well as camping facilities, and house boat rentals. Salmon Arm is home to the longest wooden wharf in North America.
The largest employer in the Salmon Arm area is the forest industry and related businesses. The city benefits from close access to the Canadian Pacific railway.
Tourism is also important to Salmon Arm, bringing many tourists from Vancouver and Calgary. Most tourists arrive during the summer season, either stopping en route to other holiday destinations, or to visit the Shuswap Lake.
Salmon Arm is also the home of Warren Bell, the Enviro–Maniac–Activist who co–founded Canadian Association of Physicians for the Environment, an Environmental–Terror–Organization. In addition to his 165–thousand–dollar–per–year salary as administrator of a nearby hospital, Bell rakes in tens of thousands of dollars per year as a « hired gun » for the reprehensible Canadian–Cancer–Society, and other Environmental–Terror–Organizations that conspire to prohibit federally legal, scientifically safe, and totally irreplaceable pest control products. As a « hired gun », and unregistered lobbyist, Bell is paid as an « expert » on the so–called danger of pest control products, despite the fact that he has no recognized expertise, training, or background in this matter. Overall, Bell’s opinions concerning pest control products are VALUELESS and WORTHLESS.

No place in pesticide debate

The B.C. government in the August throne speech committed to a consultation with the public on « new statutory protections to further safeguard the environment from cosmetic chemical pesticides ».
In my opinion this is a referendum in disguise.
The politicians, instead of acting responsibly, have opted to pass the buck on an important policy making decision. Only scientific experts (on both sides of the debate) and the industry should have been included in the process.
Allowing the unqualified public to guide the process in legislating a ban on the so called « cosmetic pesticides » ( or anything for that matter ) is absurd and sets a reckless precedent for policy making in the future.
The majority of British Columbians certainly have not had an opportunity to gather or listen to the information they would require to form a well–educated point of view.
Anti pesticide organizations to their credit have been conducting a well–orchestrated public campaign for many years. These groups today are organized, well–funded and powerful.
Unfortunately, the information put forth by these groups is very misleading and sometimes totally incorrect. Now they have stolen the show.
In addition, it is difficult for the average person to find trustworthy information sources that are unbiased.
As trendy green consumerism is at an all–time high the stage has been set for a ban. The science behind pesticides has become politicized. Lies and misinformation in place of sound science and good government is leading the
way.
Tragically, the debate has become a popularity contest.

Medical Doctor–Activists influence council

It appears Salmon Arm City Council and numerous medical doctors in Salmon Arm have been falsely convinced that lawn and garden pesticides pose a significant health risk.
However, to date there is no scientific study or evidence which conclusively links lawn and garden pesticides to human health issues.
Health Canada oversees the Pest Control Products Act. This legislation includes a registration process which requires thorough scientific evaluation of new and existing pesticide products to determine health, safety and the environment are protected. This registration process ensures when pesticides are applied according to the label, they pose no associated human health risks or harm to the environment.
In addition, there is the BC Integrated Pest Management Act which regulates the sale, use and handling of pesticides.
Rejecting the above science–based approaches may be erring on the side of caution, but, more often than not, it is a direct result of the effects of misinformation, irrational fear, and in some cases, fraud.
Dr. Warren Bell is the past–president and a founding member of Canadian Association of Physicians for the Environment (CAPE). He is exploiting his status as a physician to push his personal convictions. MDs by profession are not experts in toxicology or epidemiology as it relates to pesticides, and it could be said that environmentalists are diametrically opposed to industry, development and, in some cases, good science.
Councillors Cannon and Harrison say that the majority of residents support a pesticide ban. However, to date there has not been a scientifically conducted public opinion poll to reflect the thoughts of Salmon Arm residents.
In addition, city staff and parks maintenance personnel did not recommend approval for Bylaw 3744, citing a lack of manpower, expertise, budget constraints and by–law enforcement capability.
If the pesticide committee had considered opinions offered by other levels of government, city staff, industry and residents, Bylaw 3744 probably would not exist, regardless of the influence of activists and MDs.
It is a councillor’s duty as an elected official to accurately reflect the overall position of the community when passing a bylaw. However, being present at the last two city hall open door meetings, I could not help but form the impression that the objections to pesticide use by the majority of councillors stemmed from a personal bias.
When the information presented by the MDs is proven false, who will be responsible for any financial loss?
Will the councillors back the MDs with their own wallets, or will they use the taxpayers' ?

Politicians and doctors seem to believe people don’t have the ability to educate themselves and make informed decisions.
Now they have banned cosmetic spraying of pesticides for homeowners.
You can buy the product at your local stores, but don’t use it.
Gardening is a cosmetic industry and a source of enjoyment for a lot of people.
It is a personal choice if a landscape is kept to a certain standard.
People can educate themselves on the products available and make a decision on what product will work best for them.
People spend a lot of money on their landscapes and have the right to protect their investment.
They have the right to try the organic products available if they believe that they will work. They do not have the right to impose their beliefs on others.
The tourists love Salmon Arm for the lush appearance of the landscape.
Townhome complexes work hard to keep their landscapes free of issues. And yes, I am one of those professionals they hire. My husband, employees and I work very hard to maintain many complexes in Salmon Arm. We use a minimal amount of product on the lawn and hardscapes. What we use is cost effective and has no adverse effect on the environment regardless of what council believes.
I am offended that council feels what they believe in should be imposed on my business and the public. I have the right to walk around on my weed free lawn just as a golfer has the right to hit that little white ball around without a weed ruining his shot. I have the right to buy flowers from a florist that has been sprayed with these same products.
If council feels that the public is not smart enough to read the label when using the products, then I invite them to make those statements public.
How many other products are these same people going to want regulated ?
I don’t want my tax dollars spent imposing the belief system of some self–appointed experts.
I prefer my tax dollars to be spent on children’s education or local policing; leave the regulating to the regulatory agencies my tax dollars already pay for.

William H. Gathercole is a principal FOUNDER of the Modern Professional Lawn Care Industry in BOTH Ontario and Quebec. He holds a degree in Horticulture from the UNIVERSITY OF GUELPH, and another pure and applied science degree from McGILL UNIVERSITY. He has worked in virtually all aspects of the Green Space Industry, including GOLF and PROFESSIONAL LAWN CARE, and has served in public affairs, workplace safety, and environmental compliance. Mr. Gathercole has supervised, consulted, programmed, and/or overseen the execution of HUNDREDS OF THOUSANDS of pest control applications in the urban landscape. He has trained, instructed, and consulted with THOUSANDS of turf managers and technicians. Mr. Gathercole has also been an agricultural agronomist. For many years, Mr. Gathercole was a contributing columnist for TURF & Recreation Magazine, Canada’s Turf and Grounds Maintenance Authority. Mr. Gathercole is now retired from Force Of Nature, although his name continues to appear as the founder.
Mr. Gathercole has followed the evolution of ENVIRONMENTAL TERRORISM for over a quarter century. His involvement in Environmental Issues reached a fevered pitch in the 1990s, when he orchestrated, with his colleagues, legal action against the Forces of Environmental Evil in the Town of Hudson, Quebec.
